It is. Thats why you should never use Sanitizer alone. What happens is that germs or bacteria can quickly mutate to become immune to the sanitizer/alcohol in there. You want to use warm water and soap every once in a while too.

I could be wrong but I remember this being true from a while back.

They would put 100% on there if they wouldn't get sued when someone who got sick and had been using it. They can't guarantee every single germ was killed
