Is this suitable for urban

aight so this handrail is ten minutes from my house and it would be my first urban experience. my freind thinks it is too flat but honestly i think this is a better first urban than a steep one. +k for advice

sure, why not, although it looks like you'll need either a ramp or to pile up snow against that wall
 
try finding like a mellow 10 stair thats low, elementry schools are good for these(kids are short, means low rails)

that rails too flat, too high, too long
 
exactly. Down rails are easier to balance on, cuz you got speed. you would lose all your speed on this rail.

I want this one to be my first. BTW i live in the same town as Jibjunkie405 and this rail is minutes away from the other one. This one is at the bottom of a hill, so speed is not a problem.

i'd look for something a little safer, because i'm assuming that you aren't going to grease it first try
 
I would be more afraid of hittting the pole on the right at the bottom of the rail than worrying about the left side...just throw some snow on it and you will be fine
