Is this morally right?

He should have been open about that from the start, whenever the guy taking your money isn't 100% honest it is a PROBLEM.
 
I'm surprised how many people aren't getting this. The bill is getting paid so it shouldn't be a problem. Here's two diagrams of the situation to help explain it for the thick skulled.
How the money is transfered as described:
[You]-->[$15 you owe]-->[Your Friend] [Your Friend's Mom]-->[$15]-->[Utility Company]
Outcome:-You pay the $15 you owe for heat-Your heat bill gets paid-Your friend gets $15

Its really quite silly that you're complaining how your friend spends the money you gave him as long as the bill gets paid. Whether its from you or his mom, he still ends up with $15. Do you expect to not have to pay for heat because his mom covers it? If that's the case call up his mom and thank her for paying your share. Then tell your friend you're going to stop paying heat because his mom pays for it. He'll either a) call you out for not paying what you agreed to, or b) call up his mom and ask for more money since it sounds like she can afford to support him still.
Stop being a little girl and fretting over 15 bucks. These guys are your friends. Go buy a 30 or twist up a blunt.

 
^^^ Good explanation right there. He's not paying the bills with YOUR money - you gave that money to him to pay for your part of the bill - therefore, that money is now HIS - it's none of your business what he does with it. In the end, you're all still paying for your shares, except him, who get's it paid for by his mom. You wouldn't gain or lose anything if his mom didn't pay, so what's the difference?

i dont think its a big deal, the only bogus part is how his mom is under the impression that shes paying for all of you. just tell him to tell his mom that you guys chip in and that you give him the money
 
how is you paying what you owe to the guy with the bill in his name immoral? You sound like a whiny little bitch, and anyone who thinks otherwise has clearly never lived on his own.
