Call your friend right now and say "hey man, I know blah blah blah happened, but is it cool if I pursue this girl because I am really in to her and I wanted to check with you first out of respect" and chances are he will be stoked you are so straightforward and honest about it, and say ya go for it man. Or he will tell you if he still has feelings for her or whatever. and then next time you are with her tell her exactly how you feel, and why, and what your concerns are with pursuing her. That way it's all out there and you don't have to waste everyone's time giving you advice and your own time wondering about what could happen.
But just my 2 cents, im guessing you are in high school based off the picked up to go to a cancelled party situation because that doesn't happen often after HS, and a year long relationship in high school is a pretty long time. Chances are they still have issues with each other and if it's an extreme "love/hate" like you said one of them def still has feelings for the other one. If they were both over each other and done there wouldn't be any love/hate, just mutual discontentment and then both of them would be over it and move on from each other without fighting or anything still.
