This may come off harsh, and I don't mean to offend anyone, but if you manage to fail the written permit test, and the in-car test, you have no place to even be allowed to drive on public roads at all.
The entire license system is a complete joke. People are given licenses that are incapable of handling the 3000 lb death machines that they will be piloting down our public streets. They have no concept of the physics behind the car's movements, and how certain factors are going to affect the vehicle.
Unfortunately, we as a society made this bed and are forced to sleep in it. Our society is entirely dependent on cars and cannot deal with the consequences of revocation of a large number of licenses, even if they shouldn't be on the road. The only course of action that could correct it is mandatory driver education course that go beyond simple in-the-classroom teaching.
North American drivers need seat-time, and learn how their car will behave in circumstances. They need to understand threshold braking and traction limitations and car control specifics.
I don't see it happening though. Instead we will rely on safety systems that add weight and decrease vehicle efficiency, all while making cars more expensive, and more deadly. We will add common-sense, unenforcable legislation and red-tape.
I'm not saying I'm the worlds best driver and that I am perfect. It's a fucked up system though and anyone with half a brain and the hand-eye coordination of a five year old can be given a license to operate a large piece of machinery on the public roads.
