Icon won't change

I have tried to upload a new icon twice now and everytime after I upload it says 'your new icon is:' and then shows my old icon. Anybody know how to fix this or something. The new icon I am trying to use fits all the requirements of an icon, so it doesn't make sense why it isn't working. Thanks for helping out.

Go to a thread you've posted in and press refresh, your new icon will show up.
