BUT... i have decided to break up with my girl... really long story wont bore anyone but the point is can i CALL her to break up or do i have to do it in person... So lame i know and i am sorry but i need some advice.

Do it in person, there was a Two and a half men episode that relates to this super well and funny, but its not on youtube
 
obviously there is only one solution, you know it:

fake your death and make it look like it was her fault. then "haunt" her house. she will probably leave town within 2-3 months and your set. buy her house cheap and sell it with max profit. seems like a win-win-situation for everyone, well except your gf, but you do not care too much about her as your even considering telling her on the phone, right?
 
Sometimes the phone is the better way to go honestly, if she is pretty emotional its better to do it over the phone that way you can talk her down and why you decided to. and it wont make a sence as it would if it was in public or anything like that.....depends on the sircumstances though.
