How to "Punch" Holes in Photoshop

I have two circles; one 3cm in diameter, the other 2cm in diameter. I

want to "punch" the smaller circle through the larger circle to create

a ring.

Or for that matter, I just want to make a ring. How do I do this?

(Sorry if this is a stupid question.)
 
^ Ive tried that, but i need it to be completely transparent in the middle (as to yield the background patterns).
 
in illustrator you can just put the small circle on top of the other and then group them and slect the option "create clipping mask". Then copy and paste into PS.... hope you have illustrator.
 
take the outer circle and place the inner circle inside but make it a different color.. ( black outer/ white inner) and then just use the lasso or wand to pick out just the black.. then copy and make that a new layer.. then delete the original outer and inner circle

i ended up using the circular marquee tool to delete the middle after I had it sized out.
