how to make a pic smaller file size?

i tried to upload a picture and it wouldn't let me because the file size was to big, how do i make the file size smaller or make it so it will let me upload it?

^ word, and if you still can't get the file smaller change the image dimensions then do ^ that

i have microsoft photo editor and there is no save for web or anything so i dont know if i can make it smaller
