How does "Top Rated Photo's" work?

what is the criteria needed to make the top rated list?

this photo is a 9.86 with 6 ratings(at the time) and its an amazing shot but its not on the top rated.

So im just wondering what the max rating or number of votes it needs to make the list

why dont you just look at the number of ratings some of the top 10 rated ones were

Does amyone know what the minimum number of votes is? I think it's too high

sometimes they wont have that many votes though and they are top of the list, othertimes they have like 200 votes!
