under 100 bucks nto much you can do, add an exaust tip and make it sound fast lol, but you might be able to get a cold air intake and install it yourself, you could put a decent airfilter in i doubt it would do much though

u can do basic stuff for free, time ur spark plugs and make sure ur ignition timing is dead on, if u service ur car urself, check the levels of co2 and gas fumes in ur exhaust to c if ur engine is running lean or heavy, and then go out, get a new air filter, cold air intake is another idea, u can get ur fuel injection modified for cheap/free at a specialty mechanic, and bigger wheels/tires will increase ur top speed but lower ur acceleration

Under $100 isn't going to work, unless you fab an intake. I did that on my old Subau (86 XT). I will post my reccomendations though:

1)A quality intake - CAI, SRI,or custom. Anything that gets rid of the major restictions, which are the paper panel filter and the intake snorkel

2)A more open exhaust system. This does NOT mean an obnoxious fart-can, but something designed to suit the engine. For a 4cyl car that's naturally aspirated, a 2.5' mandrel-bent exhaust is the best you'll get. You don't need a massive muffler either.

3)Anything that will save weight and reduce the electrical draw.

I saw an increase in whp of ~20% on my Matrix using a TRD/K&N panel air filter, a header and cat-backd designed for my engine/car, and by replacing the factory cat with a high-flow unit.

^ Don't do that, then you have to get bigger brakes and your speedometer gets all fucked up because of the bigger size, it reads lower than what you are actually going. Got to be careful with that.

Depends on your car. I have a 1974 Dodge challenger with close to 1000hp all done by me. So depending on your car I can help you out...

1) Weight reduction. Lose some weight around the car or depending on your body type shed some lbs. Take out all the junk in your car that doesnt need to be there...soda cans, wendys fries cartons, junk like that

2) Filters. Not only air, but also fuel and oil. They'll help out alot. Cleaner running engine=faster engine.

3) Spark plugs. Invest in a good platinum plug. Check the wires, distributor, caps, timing, and spacing.

4) Wires. Make sure nothings sucking too much juice from your battery. And make sure the wires that are connected are in good shape and not all crummy

5) Check fluids. Make sure they're all new and use high performance fluids where possible (Mobil 1 oil, etc)

6) If you can, get better tires. Dont go for hugly expensive ones. But if your riding on like Toms tires....even BFGoodrich is a good upgrade

7) Wash your car even. Getting rid of dirt and grime and all that will help out the aerodynamics a little and keep the car smooth

8) Suspension. Make sure your rides not all too wobbly and moving around. Give it a nice firm feel to the road and it will help out alot

9) Fuel. Fill up on 93 octane. you should notice a difference over regular gas

10) Clean/Replace worn parts

Thats about it for cheap modifications. Just keep your car in good shape, upgrade the necessary things like fluids, filters, and lose weight were possible and you should be ok. But if your looking for speed get a faster car obviously. And if your looking to blow cars outta the water...get American Muscle and tune that out to its max potnential

Unless your car has some form of forced induction, don't use a higher octane than the minimum that's reccomended by the manufacturer. The higher the octane rating, the more energy it takes to ignite the fuel. Higher octane, because of the extra energy required to ignite, is less prone to predetonation (knock) - this is why high compression engines and those with forced iduction (superchargers and turbochargers) need it. If you have a low-compression engine, or one that's tuned to run on 87 or 89 octane, use that. You'll get better power that way.

^that being said, i know the bimmer dosent need it, but if you are running a high compression engine, dont skimp out on the fuel either...and even though there is no replacement for displacement technology comes close, even with all the mods mentioned your not going to be really noticing anything, but that doesnt mean its not helping. oh and wrench yourself you will save assloads of money and learn loads
