How do I turn on JavaScript in IE?!?!

So I tried to watch a youtube video and it said this:

Hello, you either have JavaScript turned off or an old version of Adobe's Flash Player. Get the latest Flash player.

The most obvious thing to do was click the link and install the latest flash player, which I was pretty certain I had. Video still didn't work. I do not recall ever turning JavaScript off nor do I have any idea how this happened. I just spent a good half hour trying to figure out how the fuck to turn it back on and I can't find it. If anyone could explain to me how to get this working I would really appreciate it!
