How can Vinyl buisness's be legal?

So I was walking through the mall yesterday and saw a kiosk of a vinyl sticker and t shirt place. They had a bunch of companies logo's like burton, ford ,nintendo etc. It seemed like it was just a person with a cutter making stickers. My question is how can this be legal? Aren't most companies logos copyrighted? I've also seen this stuff on Ebay where you can buy huge Oakley stickers. I don't see how this could be legal. Why would companies give permisson to other people to make profit of their logo?
 
free advertising maybe? i guess it just gets the company's name out in there, but i dunno why large, well known companies would allow it.
 
It isn't legal. But it's such a small operation that nobody bothers to do anything about it. Usually the companies will just send cease and desist orders and they stop doing it.
 
This is pretty much it. Why worry about one guy selling a few stickers? Some companies, Red Bull being a pretty obvious example, will make a big deal of it. Still, others don't seem to care much.
