Actually, water freezes MUCH faster when it's near boiling. Take some boiling water and some cold water and dump them on your driveway outside (assuming it's cold out) and see which one freezes faster.
When water is hot it undergoes the phase change to steam faster, which steals most of the heat energy from the remaining liquid, freezing it faster.
Ski areas actually have to install machines that cool the water down so it doesn't freeze the blowers up in cold weather, cause if it was warmer it would freeze all over the guns.
