thats a nice looking tank man.  Be sure to always leave the blinds to window behind it closed otherwise the extra sunlight will encourage algae growth.  As for feeding them 3 times a day....I wouldn't.  It wont take long for him to out grow your tank (It looks like a 20 gallon high.  In the wild the fish do not have the opportunity to eat as much so they will often not eat for several days.  But when food is redilly available to him like it is now, he will eat as much as he can b/c he doesnt now when his next meal will be.  Its easy to over feed aggrasive fish b/c theyre so fun to watch (Im guity of it too.)  But over feeding can lead to digestive problems, and your filter will not be able to handle the waste and ammonia that he puts in the water.  Pirhanas and many other fish are illegal in many states for a couple of reasons. First, Generally if the fish is able to survive in local waters and it has no natural enemies there, it will be made illegal so there is less of a chance for the fish to take over the waters in that state.  Thats probably the case in Kansas.  Also most aggresive fish are imported from foreign countries. Many fish distributors from other countries operate without the necessary licenses and therefore their goods are illegal.
