Did you see the other headlines on the page?  I'm not sure... the article sounded pretty legit but the other headlines made me think that this is one of those fake newspaper things--like the newspapers in the grocery store that always has like "Vampire Baby Born With Bat Wings" on the cover and shit like that.
 
Ummm... Because they're 3rd world countries and they have no way to get proper health care.  They get diseases over there that you couldnt even dream of and there's no way for them to get treated.
