Well besides the fact that personal debt has nothing to do with national debt, do you really think that this health care plan is already payed for and will only cost what they are predicting? When is the last time that a major government project came in under budget, or even at budget?

That's a pretty simplistic view of national debt.
There has been a lot of irrational government spending, but tax cuts and then spending a lot of money to fight the cold war and other "wars" has really put a hamper on national debt. Many other things that comprise national debt, but why go into detail when you can blame it on those spend happy government officials?
