Iphone 4 is out and 32 gb are running 300 and 16 are running 200

Iphone 3gs 16 gb is running 150 and 8 gb is running 100 from ATT/Apple with ATT contract

That being said, yes, you do have a 32 gb 3gs.

they're that cheap because they are on contract. an iPhone without a contract is like $700-$800 i'm pretty sure, and i'd assume he is selling the phone unlocked to be used with another sim card or carrier.
