Final cut express- speed problems

okay so ive used final cut pro and when u right click a clip u can hit speed to make the clip slower/fasterin FCE i cant figure out how to do that...
also ive been having problems getting files into the program... i have a mac and my camera records in a MOD file and i need to get that into a quicktime file... if anyone knows how to help me out then plz do so... i dont mind payying money to do this either
 
try mpeg stream clip, google it, i'm not sure if it does .mod or not, it probably does

i use fsp not fce, but the way i do it in fcp, not sure if it is the same, is either click the end of the clip in the timeline and drag it to where i want, if you select the end then drag, the speed should change, or double click to open it in, the middle (viewer?) window then go to one of the tabs at the top, there should be viseo motion and filters, and its in one of those

but for all i know it could be totaly different from fcp to fce
