actually, it has been ruled legal to specifically place files in a shared folder on a p2p network, so yes, it is completely legal.

you can change your IP add. by opening a command prompt and typing 'ipconfig /release' and then type 'ipconfig /renew' sometimes you will get the same one back, but you will eventually get a different one. (if you are using dial up and your internet stops working, restart your computer and it will be fine) as for spoofing... try Google

If you have cable, where a static IP is the norm, you can release and renew your head off and it won't change unless the cable ISP decides it wants it to change.

Also, for those people with home networks, that isn't going to do shit...
