Hpw do i do the effect where you can get a certain color to stand out?

Like say I had a picture of an a face, i want just the eyes to be blue, with the face black and white. Im new to this, dont mean to make people mad for asking a question.

Any suggestions helpl, thanks.
 
It's called rotoscoping. Basically you have to cut the eyes out, frame by frame, and then apply a desaturation effect to the rest of the picture. You can rotoscope in pretty much every VFX program (AE, Fusion, Combustion, etc).
 
you don't have to rotoscope it. if you're using final cut, you can just use the limit effect tool in the 3-way color corrector to do it.
