Ducking ropes to be illegal?

Its only inbounds closed areas. Leaving the ski area boundary wont be affected. As long as you dont enter into a marked closed area, where you shouldn't be anyway, you have nothing to worry about. So no big deal IMO

"The bill applies to runs that are inbounds at ski areas but have been intentionally marked and closed off for safety reasons."

Do people read anything these days?

The person writing for the Seattle Times didn't. Nor did the people making that thread on TGR. Or NS.

This is proposed code:

b) A person shall not ski on a ski slope, trail, or area that is designated by a ski area operator as closed to the public and that has signs posted indicating the closure.

Does that, anywhere, mention out of bounds shit?

No, it says closed. When you think about it, that is a pretty rare instance at most areas. It will have basically no impact on people's enjoyment of skiing. It just might deter people from going in to closed areas.

In addition, to impose that fine, there needs to be an investigation. This will essentially just give leverage for the ski areas to enforce their closed areas, but more times than not it will be just like before.

I don't see any harm. The only tension I see is from bad spin from the media and subsequent readers.

i never said anything about out of bounds,i know that it is just closed areas, but i just think that the consequence is bullshit, $1000 and a mark on your record seems pretty hostile to me. i think revoking your pass and a small fine would be reasonable

Why? Is the loss of your pass not enough of a deterrent for you? I do not see the proposed law as overly severe, you are negligently putting others at risk for your own temporary enjoyment. If you wish to ski away from others feel free to start hiking. There is lots of snow out there.
