Drunk Goggles Question

I know that drunk goggles are usually used to show kids what its like to be drunk, but my friend told me they were originally invented to help drunk people function normally. In other words, the drunk goggles cancel out the drunk and you can walk fine.

Is this true, and if so, could a drunk driver who got pulled over fool the cop by wearing drunk goggles?

I think they would make being drunk even worse. All they really do is you'll see things a couple feet to the side of where they actually are, and I think it angles what you're seeing too.
