Drivng drunk and driving while high on marijuanna

won't be long before every state starts slapping people for driving while tired too, thats how my brother died. 7am some sleepy 18 year old crossed the center clipped the guy in front of him and full on t-boned my bros car killing him before the cops arrived. How do ya test someone for being sleepy though??

I have no room to talk as i have driven high/drunk/sleepy a couple times my self, but i'm starting to pull over and sleep it off these days as I get a little older.
