The best place is my city, Québec city.  It's the capital, has great ski hills with great parks, and the best poutine of them all.
Honestly, come here, there's this old city area where there are a lot of cheap hotels (I take it you're american), from there its 20 minutes to Stoneham on a special and cheap bus where you can put your skis, to where the (arguably) second best park of the province is. There are a lot of other ski hills but obviously no poutine.
And since the drinking age is 18, you can go crazy. Seeing a mutinous gang of drunken skiiers is not something rare, that we raise our eyebrows at or that the police give a fuck about.
And pretty much any decent restaurant has poutine. The McDonald serves poutine for god's sake. Stoneham's restaurant serves a good one too.
