I thought the same thing. Though Id have to guess....they hadnt had a hurricane (strong one anyway) in over 40 years. And they had levy's and what not. So they figured what are the chances of a CAT5 storm. Guess uh well you get the idea.

I still think something shouldve been done. Especialy in New Orleans. Its a major city.
