today me and my friend where driving around and i pulled into the fairground where they have the fair and other shit it was empty but still a few car and and i did a quick cookie and was driving out and i saw a rent-a-cop and book outta there and he also turned the same way i was so i switch lanes and shit so could i get a ticket if he wrote down my plate numbers and called the cops

well, if its a private parking lot (most shopping centers or whatever) its ok as long as the owner doesn't go after you. But a public lot such as the fairgrounds has all the laws as a normal road so its definitely illegal. You just chose the wrong lot I guess.
