That statement is actually quite misleading:
FIS has absolutely EVERYTHING to do with pipe skiing becoming (or at the moment - not becoming) Olympic. It is FIS who will (eventually, hopefully) submit halfpipe skiing to the IOC for consideration.
It is not at all a case of "IOC not allowing pipe skiing".  The problem is that FIS has not yet presented it to the IOC.
IOC is hungry for events that will engage the youth. I am pretty confident that the IOC will accept it as soon as it gets proposed. The roadblock right now is at FIS, not the IOC.
So why haven't they pushed for it yet? Good question.  Partially because the race director of FIS Freestyle got a boner for skiercross 10 years ago and has been focusing on making that the focus when it comes to building a new World Cup circuit, and getting it into 2010.
Another reason is the lack of buy-in from the industry and the athletes.  If the industry, and more of the top pros, start supporting and attending World Cup events, then FIS is much more likely to get motivated to run with the ball.
In reality, for it to get in the Olympics, both sides need to come to the table a little more - FIS needs to commit to running quality events and doing everything possible to gain Olympic status for pipe, and in return more of the top pros need to start competing in some FIS events so that FIS can see a valid reason for holding them.
REGARDING JUDGING AND EVENT FORMATS -  Anyone who assumes that Olympic pipe skiing will be judged like moguls or aerials is completely off-base.  I have been attending both pro events and FIS World Cup events for years, and the formats and judging at FIS events last season was (get ready everybody....) actually pretty good, no more or less controversial than X-Games or pro events.
Ask Riddle, or Sarah, or any of the skiers who actually went to FIS comps last year.
Instead of getting hung up in the "I don't want it to be like aerials" argument, people need to wake up a little and realize it will be treated more like halfpipe snowboarding.  At the Olympics the snowboarders are judged by the same system (and by most of the same judges) that is used at X-Games, Grand Prix, US Open etc.
For anyone who "doesn't want to see pipe skiing in the Olympics", well that's easy, simply turn off the tv.
