California weighs college aid for illegal migrants

Today, the Golden State has come nearly full circle as Democratic Gov. Jerry Brown considers signing a bill passed Sept. 2 by the state Legislature that grants state financial aid to some illegal immigrants attending state colleges and universities. That would be in addition to laws that allow some illegal immigrants to pay in-state tuition and lets them accept privately funded college grants.

As states such as Arizona, Alabama, Georgia and South Carolina push hard stances against illegal immigrants, the turnaround in California is viewed as either a Democratic-controlled Legislature ignoring the will of Californians, or a path that other states will soon be following.

California Assemblyman Tim Donnelly is convinced that people in his state are opposed to the state's move toward acceptance of illegal immigrants. When Californians approved Proposition 187 — the voter referendum that cut benefits to illegal immigrants — in 1994, it passed with 59% of the vote.

He's confident that voters still feel that way, so he's prepared to push for another voter referendum to overturn the college financial aid bill if Brown signs it into law.

"Why is an illegal's dream more important than an American's dream?" asked Donnelly, who founded a Minuteman group to patrol the U.S.-Mexico border before being elected to office. "There's a tsunami of discontent with this bill. Outrage isn't even a strong enough word."

The bill, which would give illegal immigrant students about $40 million in financial aid and fee waivers, makes even less sense to anti-immigration groups when considering California's financial plight.

"With a state that's billions of dollars in the red — our own version of Greece in the United States —the idea of giving additional taxpayer money to illegal immigrants is surreal," said Mark Krikorian, of the Center for Immigration Studies, which advocates lower levels of immigration. "It's hard to believe."

Some say the state's growing acceptance of illegal immigrants is a preview of what will happen as Hispanics — the fastest-growing demographic in country — spread out to new states and establish families.

"It appears that you get the most anti-immigration sentiment where immigrant populations are newer and where they are growing and when there's a climate where political leaders are drawing attention to this," said John Skrentny, director of the Center for Comparative Immigration Studies at the University of California-San Diego.

A poll last year found that, for the first time, more Californians opposed a new version of Prop 187, according to a University of Southern California Dornsife College/Los Angeles Times poll.

Dan Schnur, director of the Unruh Institute of Politics at USC, said that's partly a result of more Hispanics entering the state and non-Hispanics leaving in recent decades. But he said the poll found that young, white voters were far more likely to oppose laws that bar illegal immigrants from receiving benefits because so many had grown up surrounded by Hispanics.

"Because younger Californians are growing up in a multiethnic, multicultural society, they're much less likely to draw these types of distinctions than older voters," Schnur said.

That helps explain why states farther north and east are just recently starting their anti-immigration battles, Skrentny said.

Georgia, which passed an anti-immigration law this year that was blocked by a federal judge, saw its Hispanic population nearly double from 2000 to 2010. South Carolina passed another anti-immigration law, which is being challenged in federal court, after its Hispanic population rose by 148% over the same time span. And Indiana, which also passed an anti-immigration law that has been halted by a federal judge, saw an additional 170,000 Hispanics pour into the state in the past decade.

"These are folks that are not used to this kind of ethnic diversity," Skrentny said. "That suggests that places like Alabama and Georgia are closer to where California was in the 1990s, and it suggests that California has moved on."

Did the article mention that many of them already receive in-state tuition. That's right. But the citizen from Reno, a hop, skip, and a jump across the border, must pay out of state tuition.
 
What is to stop them? I mean in their opinion these immigrants should not be considered as illegal. Therefore since they are not illegal in their mind, then they should receive state funding for school. I hate to admit it, but this is not such a far fetched idea. Giving education to those who could really use it is not a bad idea. Now I know some of you will be like, "Oh well if they become educated and get degrees they will take away jobs", and while this is possible it is not plausible because once an employer looks up their citizenship status they will be barred from high paying jobs that the white majority of America craves.

Wow, I go to a UC school and now my classes will be even more crowded and I DEFINITELY won't get out in 4 years.
 
i can see both sides.

They are the backbone of the agg industry in CA which is fucking massive, and the most reccesion resistent industry. They are treated like shit, and there home country is essentially in a civil war(i know i am generalizing about it only being mexicans).

On the flip side, they are here illegally, an i believe we should give every advantage possible to our own citizens before anything is offered to people from other countries.

The illegals are a tough issue, because they are a pillar of our economy, but they are also a drain on it.

maybe so they can marry a US citizen and get a green card, and eventually apply for US citizenship. Education helps in getting a US citizenship.
 
This is a problem in our society, but the real drain on California is the lazy, degenerate, criminally incline high school dropout. They will almost never provide ANYTHING of worth to society and will just be living off my fucking taxes.

 
bullshit, any benefits that their cheap labor produces is almost insignificant compared to the amount of tax dollars they drain out. There needs to be a proper guest-worker program for agricultural jobs. You can't justify illegal immigration just because the minority of them work in the fields.
 
Well these are the types of people we should deport. But if a child of illegal immigrants actually has some potential to achieve, it becomes a sticky situation.

Parents of high school dropouts should be charged the cost per class missed.
 
Unfortunately they usually acquire useless degrees, such as "Chicano Studies." My dad met an illegal who graduated from UCSB with a Chicano Studies degree and she told him about how she was really excited to help other illegal aliens in the United States...

Most illegals get paid less than minimum wage, and allow you to buy fruits and veggies for 1/3 of the price they would normally cost. Food is expensive, and fresh produce is already expensive. if it were more so, the industry would be a fraction of itts current size because most people couldnt afford it.

Guess what, it is true. Its unfortunate but completely true, and another main reason illegals are such a drain. While the original immigrants work hard, their offspring live off of government assistance. We're importing the lowest Mexican socioeconomic class, their chicano kids live in a limbo between being Mexican or America, they can barely speak Spanish or English.

Illegals cost the state of California somewhere in the ballpark of 11 to 12 billion dollars annually. Guess what California's budget deficit is? Almost that exact amount. Even using your false 1/3 stat, yes, I would prefer to pay two-thirds more for produce rather than have a bankrupt state.

Let me say that I understand and sympathize with the great amount of pain many that illegals go through to succeed in America. However, it's frustrating as a UC student paying out of state tuition that someone who is not a legal resident of not only California, but of America can reap the benefits of in state tuition and financial aid. I'm all for finding a constructive solution to the illegal immigration issue, but when California can't provide for its own, I think it's difficult to justify this idea.

That said, this is the first I've heard of this and I haven't read the wording of the proposed legislation itself so I'm just going on what I've seen here.

It is a two part piece of legislation. AB130 allows illegal immigrants to receive PRIVATE financial aid and scholarships. AB 131 (which is on the governor's desk, waiting to be signed) is that which grants illegal immigrants to be eligible for PUBLIC financial aid and scholarships.

I'm a UC student too, and it's impossible for me to get the classes I need due to budget cuts. This is bullshit and I think the students of the UC and CSU systems really need to take action against AB131.

One of my best friends in college came from London to attend Boulder, a public university. His parents spent hundreds of thousands of dollars for his education. He was almost sent out of the country after school even though he had paid tuition, rented a house, paid taxes and held jobs in the finance industry AND his parents own a house in Florida. When he applied for his green card, he had to jump through hoops to try and get it. It makes me so mad that people who try to go by the system and actually contribute to our economy have such a hard time and then something like this crap happens.

hell, in nearby spokane, wa ive been doing construction work for 10 bucks a day since i was 13. id pick fruit for 200 a day all day long.
 
Yeah, you're right, California should encourage illegal immigrant students NOT to go to college and go do labor intensive jobs.

Maybe my taxes could pay for the rest of their wellbeing.
 
This speaks only to the college students he asked to help, and how biased his recruitment was. In reality he probably put up posters at the college in July or August when classes were not in session; OR he just made it all up.

Half the time people make claims like this it is because they intentionally recruited from well off neighborhoods. Ya, no shit if you ask people who's family income is upwards of $250,000 a year, they are less inclined. Why didn't he just go put up some signs by the unemployment office? There is no way he would not have gotten more applicants then he wanted.

There are a ton of people on unemployment right now, that would be a lot more accepting of hard work if they did not have that bread basket going for them.
 
but a lot of farmers pay below minimum wage, and the workers work in substandard conditions that would make OSHA freak out.

They do this because they know the illegals wont make a fuss, because they technically cant work or even be here in the first place. Its a symbiotic relationship.

folks who have never lived in abject poverty(not projects poverty, but dirt floor, malnutrition poverty), will not work under these conditions for this pay.

I don't see the relevance of your post. Are you justifying U.S. employers paying below the socially agreed upon standard or not maintaining OSHA standards? That is something to take up with OSHA and the legislative branch of your state.

I don't blame U.S. citizens from choosing to not work in sub standard conditions for a less then legal wage.
