I agree, it's pretty clear that the clip cut off whatever Bush might or might not have said after that. I'm open to hearing what that might have been. But let's not be ridiculous, he didn't 'answer the question broadly'. He didn't answer it at all. Sovereignty means 'Being sovereign?' Come on. How about 'Having an important voice in the decisions that affect the future of your people?' I made that up as I typed it. How hard can it be? I'm sorry if, as pocketrocket says, his political career hasn't given him time between golf games to figure out what sovereignty means, or how it applies to first nations groups (doesn't this seem at least somewhat important?), but it certainly isn't a good EXCUSE for not knowing what he's talking about. That being said, I think it's far more likely that he was trying to dodge having to make any commitments to the special interest group in question. He's just not all that good at dodging questions.
