Best ways to make a jump for Urban?

So I'm going on my first urban adventure tomorrow, but there won't be too much snow to be used for a jump onto the intended rail. Is there any way we can cut down the amount of snow for a jump but still keep it solid? I was thinking a wood pallet or just some planks, but are there some veterans' you guys can let me in on?

But no seriously, my concern is that the snow will be slushy, and the snow won't be copious enough/solid enough for so many takeoffs.
 
Camden harbor park, there's a downrail that's super mellow and we thought it would be a good starting point
 
if its cold enough you can ice it with a weed sprayer to make it more solid/hold its shape
