Toque = what my stepfather who is a chef wears. It's the formal name for a chef's hat.
As far as the looser fitting beanies go, I've heard them as saggy beanies or what I prefer to call condom beanies.

And australians call them beanies as well, pretty sure the english do too. First time I heard condom beanie was from a danish guy.
