never hit the bat, so it cant be fair, but if the catcher cant get it, runner can advance bases.

so if it hits the plate and goes straight up and comes to rest on top of the plate its in fair territory

one way to know this is true is to look at how they draw the fair/foul lines on the field, they use home plate as the beginning and line it up w/ first and third base respectively
