Axle back vs cat back exhaust systems

idk what I should do for my car. axle back is cheaper and reversible, but it may sound worse and have a bigger chance of exhaust leaks. cat back is pricy but way more reliable. also, how do I know if certain systems are legal, is it just whether or not it has a muffler and resonator?

I feel like the answer to this question is dependent on what engine you have. If you're doing a axle back on a stock d16 its going to sound as good as you expect.
