Someone who finally makes sense. Just because people live in famous, 'touristy' cities doesn't mean they don't go out in said cities; it just means that they know the best places to go, and avoid the expensive shitty places.
That being said, I have lived in both America and England and I would say that England is much better in terms of being a better place to party. It definitely has a lot to do with the drinking age being eighteen, as applies to this whole argument really, but also because clubs in England are so much different in a good way. There is loads of good new music thriving, and if you're into it there is pretty much something good happening every night of the week.
However, America isn't that far behind imo. America have slightly better house parties imo, but that is probably because there are a lot more houses to accommodate parties of good size in America. The drinking games are definitely a good thing, and the sheer number of good looking girls (if you know the right girls that is) never hurts.
All in all, it not where you are, but who you know.
