What's a good photoshop program to make photos from a video better?

You wont be able to improve the quality of video camera stills.

It's gay though because you have to buy the pro version. All I got is the 2.0 one with like 3 options.

I have oh... say... $10000 worth of stolen software? I haven't payed for Windows once in my life. Kazaa, Limewire, Overnet, any of them work
