cranking down on your instep buckle can do this. This is because the nerves sit very close to the skin on top of the foot. You should only tighten the bottom two buckles with one finger of pressure.

there is a small notch you should be able to cut out to soften them. if you take the liner out there will be a point where the 2 pieces of plastic overlap one another, kinda 4 inches above your achilles alot of boots have the area dotted to cut out. if you heat it up gently with a hair dryer...

I think the intuition liners are supposed to improve the warmth of these boots. They make whats called an "ID" liner for dalbello which is standard in the Il Morro boot or you could buy them for the rampage.
