selected the lens area with a laso deleted it..then pasted the swirls in a layer behind the goggle picture.....or you could copy the area then paste it and copy the other layer of the swirls..then you could have controlled the opacity and actually made it look real..feather dudem,feather and tone down the opacity..wayyy down

clouds, then spiral blur, then crohme, then u put some girl under it and mabey used the magic wand to take some parts and u hue shifted rhe crohme

Actually, that girl is pencil drawn, I colored her in PS... and the ripple is done as you said, but the way she shwos through is done with layer masks and all sorts of other stuff... you make it sound way too simple.
