Even if he was right somehow, how would one measure that? Every one of these mountains have a substantial amount of people that would call themselves "locals," and since when do you have to be a "local" to not like people paying extra to skip the line?
Bottom line is if your mountain is run by a capitalist organization beholden to shareholders, they will do whatever turns them a profit, and they do not give a shit about how "local" you claim you are

Basically what I mean is that since boho has more regular, "serious" skiers who probably are more in tune with progression and the culture, it shouldn't be as much of an issue. Idk
