It's not so much the cost of building the park either, I assume it's purely staffing. The resorts around here are being absurdly conservative about how many people they have on now, even with normal maintenance work that would be happening regardless of if summer activities were open.
I bet there will be some features up within a month but I doubt it would be on the scale they had planned for this year.
