How does this relate to the Military?

In short, it is generally against the law for the US Military forces(and the National Guard under Federal authority)to be involved in civilian law enforcement activity. This does not apply to the National Guard while under command of the state's governor, nor does it apply to the Coast Guard.
You might be thinking "Thats the most ignorant thing I've ever heard"
A more rational person would realize that this is in the nation's best interest.
Its purpose is to limit the power of Federal government over the citizens.
There are a few exceptions to this act, for example:
The President can waive this law in an emergency.
Now, in our present situation he is most certainly damned if he does, and damned if he doesn't.
If he doesn't, he's is not using every resource available. He's probably too busy reading "My Pet Goat" or whatever that book was to know that there is a disaster.
If he does, its just another example of Bush gone wild with power. People making this claim will be most vocal after the first civilian takes a shot at a soldier but ends up getting killed himself.
