Why doesn't blue winch cat their landings?

Blues landings are a bit flat, they could be steeper and they use to be. Why did they stop using the winch cat? Also their lips are pretty good but sometimes they are a little kicky and it hurts landing on flat landings. Not hating, blues park is seriously dope, it could be just that much better though.
 
I was talking to the park techs and they havent winched the landings in a while. And they are pretty flat compared to other parks.
 
I just want to know why every jump has been a step down. Which has to be the worst kind of jump for learning.
