Who built the kicker onto the bike path handrail?

I've been eyeing this rail everyday as it's on my walk to work. Today on the way home I found a kicker built for it, anybody know who hit it and if there's any footage?! Also if anyone has a bungee (only way to get speed for it) and is in the area let me know, I'd be so down to hit it!
