Your best bet is to hit up large scale construction sites (schools, business centers, roads) and find the foremans office and talk to whoever is in charge about snagging some tubes from them because they usually have to pay by the pound to dispose of their waste, so less waste equals more money for them. Bringing a couple benjamins never hurt either as sometimes things can "go missing" from their job site.
I did this when my college was under construction and I managed to snag several 20' sticks of PVC from 8'' to 14'' that I cut into different lengths, I slipped the foreman $300 tho.
