Where do you get negatives scanned?

I have picked up film photography and dont know where to get my negatives scanned. I am thinking of buying a scanner, but my price range is in the sub 100 dollar range.

Where do you guys get your's scanned? I know i can go to walgreens or walmart, but i have heard they don't return the negatives and that the quality might not be that good. And also, what would be a good negative scanner in my price range? I have looked at these ones, but would rather buy one that you guys can vouch for on quality!:

^ Id have to agree with that

I have experiment with getting developing labs to make a digital copies but they always come out terribly. Scanner is a large investment but definitely worth it. I have been lucky enough that my school had a bunch of really good ones but now I am trying to decide if it is worth my money.
 
Save more money. It's not like your negatives are just gonna disappear if you don't scan them right away.
