When building a backyard rail should I build it raised or closer to the ground.

In most backyard rail setups you see the rail raised from the ground but I was wondering if it's okay to not have it raised , something like what Skightley did, what are the pros and cons? Is it worth it to make it raised from the ground?
 
Don’t make it too low, your skis will catch when you try to do swaps and it will make it harder to do spins out. I’d say make it 1 to 1.5 feet high and you’ll be good.
 
Ditto^ especially for a summer setup where speed can be an issue, most people build rails too tall so then the lip is massive and sucks all the speed
 
have you even done a swap in your life, let alone a spin out?

Start with the first one low, 12 top 18 inches. Its easy to put it on blocks or something to make it higher if you want, but not easy to make it lower. When you make your second rail you can make it higher. This is a mistake I've made before as a young chap
 
What I want is a step by step tutorial for someone really stupid like myself to make one for extremely cheap?
 
I recommend following this tutorial. In addition it was running a little slow so I found a cheap box of M Snow on Craigslist and added it on to the bottom.

The rail is 18 inches high and I have plenty of speed for it. I'm also pushing off the top railings of my setup like a slingshot.
