Above is a screen shot of my latest film I exported out of FCP. The lower third is really "blocky"/"grainy". I am noticing this in some of my shots and I am wondering what the cause may be? I exported H.264 1280x720 24fps. The original footage is 1280x720 60fps and my FCP sequence settings match the footage identically. Anyone?
 
hmmm not sure whats going on there, maybe try some different settings just fuck around with it
 
H.264 (like most codecs) gets most of its compression in uniform darkest dark areas and brightest bright areas. The lower your bitrate, the more that compression will start to affect midrange parts of your picture.

13mbps is pretty low. For instance, Canon 5D (with latest firmware) shoots between 44 and 76 mbps H.264s. Even YouTube recommends 30 mbps for "high quality" videos.

I'd bump your settings up to 20-3 5mbps with a variable bitrate and see if that solves your problem.
