Washington Park Rail

So I was driving around the neighborhood looking for places to skate when i serendipitously ran into Washington Park. I looked around and i found theese sets of large double kink rails, and to my surprise, there was a big Rossi Scratch sticker across one of them. So my question is this: Who did this rail?

can you please give me directions to these rails. I know where the long down rail is at Washington park, but i've never seen the kinks. help
