Hey so I'm thinking about heading to Timberline when all the snow here melts in June and was wondering if the stuff up on the snow field (moguls / park) is open to the public? or do they close it off for the camps?

No moguls that I know of, but the summer public park (separate from Windells park) is open to everyone. The summer parks are always firing !!

You can poach the mogul courses after they stop training on them in the afternoon or on days when camp isn't in session...they close off the jumps though. Public park is open to the public obviously, but it's smaller than the camp parks.
