I could see having a proficiency test for the big features. Let anyone go in the kiddie parks, but to go for the big stuff you should have some knowledge. I don't know how to enforce that, but it would be safer for everyone. I think lots of parks have signs about etiquette and safety, but I don't think most people read them.
I spend very little time in the park, so it does not really bother me, but passing around basic knowledge would help everyone.

That way the little kids would have their own park to be gapers at, and eventually learn how to hit boxes and rails before taking it to the proper terrain park. Maybe even have some sort of rule stipulating a certain skill level to enter the proper terrain park, could be as simple as "can slide on box sideways"
